What is the California HERS program?
The Home Energy Rating System (HERS) program is one of California’s primary Energy Code (Title 24, Part 6) implementation tools. Developed and overseen by the California Energy Commission (CEC), the HERS program uses third-party energy inspection professionals (HERS Raters) to verify and document compliance with California energy code.
Under the HERS program, trained and certified HERS Raters evaluate a home’s insulation, ductwork, heating and cooling system, windows, and other factors that affect energy consumption.
A HERS rating can be used to determine eligibility for various energy efficiency incentives, rebates, tax credits, and financing options. It can also help homeowners prioritize energy efficiency upgrades to maximize energy savings and reduce their carbon footprint.
Overall, the HERS program is a key component of California’s efforts to promote energy efficiency and reduce greenhouse gas emissions in the residential sector.

To be eligible for this no cost training and HERS Rater certification you must:
- Reside or work within the SoCalGas territory
- Have an interest in the HERS Rating industry
- Have a computer and internet connection
- Be ready to dive into your new career

CHEERS is a SoCalGas authorized contractor responsible for implementing this program through 12/31/2025.
This program is funded by California utility customers and administered by Southern California Gas Company (SoCalGas) under the auspices of the California Public Utilities Commission, through a contract awarded to CHEERS. Program funds, including any funds utilized for rebates or incentives, will be allocated on a first-come, first-served basis until such funds are no longer available.
